So on GPU Z you have the little test jobbie to see what pcie speed your GPU is working at. Mine says this...

I've tried forcing it to gen 3 and that's done nothing at all. Any suggestions?

I believe your motherboard is only PCIe 3.0, which won't hurt your gaming experience with that GPU though.

Yeah it's 3.0, but I was expecting 16x3.0 not 8...

uninstall and reinstall the card. hopefully will be fine upon reboot. had the exact same thing happen to my card once. randomly noticed it looking at the hardware specs in AMD Radeon Software. that's all I did to get it back to 3.0 x 16

it's x8 though. It needs to be 3.0 x 16
3.0 x 8 is equivalent to 2.0 x 16 and this card will surely bottle neck in that type of bandwidth

in GPU-Z ticked box indicate it's compatible or that there is a Vulkan driver installed ?

Sometimes certain motherboards knock that X16 slot down to X6 when certain NVME Slots are populated.

I see you have an NVME drive, maybe check your motherboard manual to see if any of the NVME SLots cause the X16 slot to run at X8.

it seems it only concern the second PCIe X16 slot and i saw nothing in the manual of the B450M Mortar Max mentioning that

that mobo seems also similar to mine (and i have 2 NVMe SSD installed )

try eventually reinstalling the drivers (after a DDU )

my card acted a bit odd at first but it was because i swapped from a 1070 and the first driver install had some issues (not on the PCIe lane tho )

graphic first ... second, maybe motherboard (chipset) drivers

although with a 5700X i would have taken a B550 at minima instead of a B450 (although supply and pricing might have played a role i guess )

Just recently - some weeks ago - Der8auer had some issues with a differnt type of GPU... so maybe you just were unlucky and that GPU has some sort of defect. To figure that out put it in a friends or family member's pc and if the problem persists you should simply RMA it.

PS: Upgrading from B450 to B550 is wasting money. You won't get much out of it. Apart from getting another NVME slot it will not improve your system performance at all. The B550 chipset is connected to the CPU at PCIe 3.0 speed. The RX 6900 XT will not benefit from having PCIe 4.0 at all unless you want to keep a potentially defect (x8) GPU. If you wanted to upgrade storage with a new SSD you could also put an AIC in the PCIe gen 2x4 slot for your old M.2 drive and put the new one in the PCIe gen 3 M.2 socket. The old drive will lose some performance but would still run faster than your SATA SSD's.

It was the 4090.

If you bought the card locally go to your retailer and have them put it in a PC there while being with them.

if there is any damage on them : RMA or return to the shop.

Well, it's now morning (07:15 to be precise) and I've tried uninstalling the drivers for AMD Adrenaline and I've updated the chipset drivers. Still nothing, stuck @8x3.0. I'm going to reseat the GPU and install the support bracket that came with it. Why didn't I fit it first? Stupidity and was in such a rush to just get the card in there. But for that I have to wait for the Mrs to wake up as I don't want to be messing about with boxes as she had a operation on her ear and I don't want to disturb her.

For this reason I mentioned the GPU seperately.... the CPU-Chipset-bridge is gen3 x 4 speed. The only thing you get by upgrading from 450 to 550 is (in most cases) an additional gen 4x4 nVME slot and higher PCIe chipset socket speeds, as well as newer USB-connectivity. When upgrading from 450 - while I still think the money could better be spent on something else - the OP should straight go to X570 instead.

EDIT: I just remembered one thing... GPU-Z has an option to load the GPU. Press the "?" behind the bus interface information and read what's writen there. Maybe your PCIe bus is just in power saving mode. You should test that first by running the GPU-Z render test.

X570 does sound nice, but I just spent more money than I ever thought I would on a GPU, so a little further down the road maybe. ANYWAY, I'm still stuck @8X3.0. help!

How is your PC connected to the internet? WIFI or LAN? Forget about that,,, product page of the MB is misleading. Mentions CF support but your MB is missing a second CPU connected PCIe x16 socket. Just found out after looking at the manual.

Just did a test with PCIe 2.0 x 16 in Time Spy Extreme:

The most left result is with PCIe 2.0 x 16 while the two other were ran at PCIe 3.0 x 16. I normally run the GPU at a power limit of 90% as I prefer my system to run less hot and more silent above minor performance increases at the cost of high power consumption, the latter one was at 115%. As you can see the differences are marginal. While I fully understand that you do not like the situation as it is, it will most like not impact the performance of the GPU very much. Probably due to the fact that the 6900XT has 16GB of VRAM and a large cache.

Should reduce the stress on finding a solution. But to figure out what's causing the problem you need to put the GPU in a different PC and a different GPU in your PC.

Why you didn't do that low hanging fruit task from the start beats me too lol. Always start with the easiest variables to eliminate. I hate being left wondering why the issue occurred though. Both your card and mine worked for a period of time, then seemingly randomly decided to get knocked down a notch on PCIe lanes. Yet same resolution of a simple reinstall solved it for both of us. I have a totally different board/chipset, and my GPU is an AMD ref model, but seems like the only thing that is the same between the situation is the GPU is a RX 6900 XT and it was knocked down to x8 lanes on a 3.0 PCIe socket. likely it's all just some funny coincidence than anything else.....but still.....I'm "that guy" that wish I knew what caused it lol
