A310 GPU Core Power Limit restricted

Hi, I mainly use my A310 as an AV1 encoder, it is the Sparkle version with the awful fan firmware, in order to keep the card cool I have set the power limit to 20W down from it's maximum of 35W, this has worked well but now when I start ARC Control the maximum value available to be is 20W, I can't push it back to 35W as the slider's maximum value is 20W. I have done a clean install of the driver but the issue persists. Does anyone know how to fix this please?

looks like this is set to apply at system boot. Even with a clean install maybe there is a registry entry or old profile config that doesnt have installer perms left over. Have you tried DDU?
