Abnormal GPU temperature & fans RPM

Hello, guys. How are everyone? Hope you all are doing well. I just bought an used Zotac RTX 3070 Ti Trinity.

When I started Windows, the graphics card fans ran normally. But after that, I saw that they stopped rotating. I installed HWMonitor and checked what was happening:

This is after I configured the fans to rotate at 60% of maximum power. When I look at the GPU, the first 2 fans keep spinning and stopping. I tried to start a game, but it performed poorly.

I already reinstalled the board's BIOS, and it had the correct BIOS.

Do you know what could have caused this problem and how I can solve it?

Try some different monitoring SW such as GPU-z / HWiNFO
At HWInfo the temperature appears as -38ºC, as the image shows:

For some reason, the GPU fans normalized themselves.

At GPU-Z, the temperature appears the same as HWInfo:

Okay, HWMonitor sometimes has problems using signed numbers so 1677686.0 is -35.6

Seems likely a HW problem, can you return the card?

Wonder if there are other problems too, does it operate normally otherwise with fixed cooling?
