Today I got an error on the device manager regarding a VIA based USB 3.0 card, "This device cannot start (code 10)". The card has been working fine to this day, it just didn't want to work today even after a restart.
Following a troubleshooting guide, I got to a tentative fix by using the Hardware Device Troubleshooter (msdt.exe -id DeviceDiagnostic). The troubleshooter detected the troubled device and said that it had applied some changes to fix the issue and that a restart was needed.
After restarting, the card was no longer listed in the device manager but also the onboard USB 3.0 controller was missing. I checked back in the BIOS and found it enabled. Just to make sure, I tried disabling it, going into windows, restart and enabling it again. It still wasn't listed.
With the "Show hidden devices" in device manager it lists the controllers (add on card and onboard). I tried uninstalling them and restarting. They still don't work and no longer show up even as hidden devices.
Anyone knows what kind of changes the Hardware Device Troubleshooter would make for this to happen? I tried running it again but it doesn't detect any problems :v

Update: I installed another add-on card with a Renesas USB 3.0 chipset and it doesn't show up either. My best guess is that the Hardware Device Troubleshooter edited a setting (maybe the registry?) that is making windows ignore all xHCI devices.
I don't know how that qualifies as a "fix" though
