Can I plug a 3 pin fan into a 5 pin dell motherboard header?

Best to consult the owners manual regarding the header pinouts. If you are still confused after reading the manual, you should contact Dell technical support.
(My guess is that they will advise you to replace it with a Dell-approved replacement unit.)
I've plugged in 3-pin fan cables into 4-pin motherboard fan headers but that was after consulting the motherboard owner's manual. I don't recall working on a system with a 5-pin fan header on the motherboard.
However with my experience with Dell hardware, often they lean toward their own proprietary solutions rather strictly adhering to industry standards.
Anyhow best of luck.

well looking at dell's forums (where i pulled that image from), it doesn't seem to be mentioned in the manual.

Well assuming the Dell forum participants are right (and that could be a big IF), it would be prudent to put a multimeter on the motherboard header to confirm that DC+ was on the alleged pin.
I suppose the likely casualty of an incorrectly wired fan would be the fan motor itself but it doesn't seem to be wise to approach this project with a half-assed methodology (or entire lack thereof).

From that image you can see that Dell's wire layout is completely different from the standard 4 pin, and the 3 pin connector is just the 4 pin without the PWM, so a adapter is needed
