Well im curious about that, i have a bricked 6900xt that got bricked while i was attempting to make a kvm(by bricked i mean that it does not give video, and i coulnt flash it with software, but the rgb and fans turn on), even after flashing the vbios to the correct one with a ch431 its still bricked, is it possible at all for a vbios change to cause damage? or could something else be going on? for example flashing the bios incorrectly with the ch431 or something different.

Try logging into Linux and flashing from there if you can use an iGPU or a second dGPU as your output.
Neither linux or windows lets me flash it, i have a ch431a at home, barts is the gpu im using to boot the pc, doesnt have issues,

Which version of the CH341a programmer did you use? Is it version 1.7 or newer with proper voltage control?
If you used a different version (like the black PCB), you might have fried the GPU due too high voltage.
