Can you flash bios from RX 580 2048SP 8GB to RX 580 8GB

No. RX 580 2048SP is a RX 570 on "steroids" since the difference between those chips is a slightly higher GPU clock.
You can often flash a RX 580 2048SP into RX 570 but you will sacrifice some performance.
