Have you tried plugging it in to one of the other headers?

So if this fan is not working on another header that another fan is working, consider it damaged/dead.

If you have that fan unconnected in your hand and try to give it a spin... does it rev at all?
If you give it a good spin with your hand it should at least spin for 3-5 seconds. If it stops immediately and do only 1-2 revolutions then the bearing is dead.
If it continues spinning for 3-5 sec then the motor is dead.

Is this a 3 or 4-pin fan? Your fan headers are configured to work (regulate) speed with voltage, PWM or auto? The other fan you tried in that header is identical fan?
Is the non spinning fan new or old?

okay so it spins fine for like 3,5 seconds, i connect it to a motherboard with a 3 pin connector, i have no idea what my fan headers are configured to do, it is pwm, the other fan i tried was a cpu cooler fan, and i bought the non spinning fan with my pc so like 6-7 months. also when i boot up my computer it moves a little and then it comes back

When on boot you say moves a little... how little?
If the board fan header is 3pin, it can’t be PWM. It must be voltage.

At this point you should state what the board is. And what the fan is. Model or at least if it’s 3/4pin.
Can you check into BIOS, in the fan controlling section, the configuration of the headers? At what temps are set to and what temperature of the board are controlling? Any temp/speed curves?
Also do you use any in-Windows software to control the fan speeds?

Speedfan has been hit and miss working in win10 for a while now, like it depends on if it is an even or odd day. I would love to see it updated.

Fans are not perfect and subject to random fails, even the most dependable brands have a bad apple on occasion. So apply direct power from the PSU and if it works, it works, if not get another one.

1) add your system specs to your profile!
2) Disable speedfan (especially if you don’t know how it’s configured)
3) set bios fan speeds to 100%
4) try manually starting the fan while it’s connected and receiving power
4) report back here! ;)

okay so my motherboard is an ASRock B450M Pro4, i dont remember the fan model name or anything but its aRGB 120mm fan and i know its 3 pin, also i tried setting my fan speeds to 100% with my bios and nothing happened, so im guessing it really is dead
