At this stage, Every little helps. If you have a supported CPU, I wouldnt see a reason not to turn it on unless your cooling/case airflow was inadequate.

I remember some folks in that era used to turn HT off and that would shave off between 5-15'c off temps.

inadequate cooling can be addressed by installing a new CPU cooler or improving airflow inside the case, Better fans, more fans to optimise airflow through the case.

There are a few varients of D530s...

If you have this one:

Then you are pretty much out of luck as there isnt a whole lot of room for extra fans unless you physically modify the case with a dremel or cutting tool to add an extra fan mount.

On the other hand. If you have the tower varient:

Then there is some room to mount an extra fan or two.

The only real potential stumbling block is CompaQ/HP/IBM (and possibly DELL) used to use their own proprietary 5 or 6 pin fans so if you replace the OEM 5/6 pin fans with a modern 4-pin pwm or 3-pin fan. The system might not like it and constantly throw up fan errors. I think most motherboards did have extra 3 and 4 pin fan headers.

Yes i can place the motherboard in a bigger chassi to. The cpu temp without too much work seems to be 35 when i only use windows update. Can i found a tower cpu cooler for this model?

it was not enabled in bios, does it improve much?
Why not try it and see for yourself how it works with your system and your configuration? Then report back to us how it went.

If this is possible then great. But you may run into a lot of issues....

All these big companies use a lot of parts that are proprietary meaning that your motherboard might not have the mounts for the standard ATX or M-ATX layout as its a motherboard or case that has been manufactured to CompaQ's, HP's, Dell's specifications.

Their motherboards might not fit off the shelf cases, off the shelf power supplies might not be compatible with the motherboards due to proprietary connections or the special form factor of the power supply might not fit the bigger cases.

Its basically a crap shoot weather or not you can transfer everything to a bigger case or start swapping parts out with off the shelf the parts.

If everything fits together then great but, I can tell you that it might be a challenge. You wont know unless you try.

Sadly its just the nature of the beast that separates the commercial market with the enterprise or industrial side of it.

Is it possible to fit in a tower cooler to this motherboard?

The question you should be asking is if you can find a skt 478 tower cooler that exists. Good luck

Then i guess i have to make my own insuiting on the motherboard. It can't be so hard. There are tower coolers for socket 939 that are from 2005 and i thougt that this that are from 2008-2009 could also have. But i have not find any. I also noticed that bios only have support for 256mb graphic card. But i was lucky to find a beauty cooler https://www.anandtech.com/show/2205

that 256mb could be the amount of memory allocated to the IGP.

I have 2 faults on the board to. The 3 pin cpu fan and chassi fan does not work, Can it be bad capacitors or have the connectors 3pin gone bad?

you can spot the bad capacitors if they are bulged on the top. And you can power the fans directly from the power supply, you have 12v yellow (fast) and 5v red (quiet) options.

I did it before but i changed to a fan with molex. I took yellow and black or red and black, i can take a photo of the board, i think some caps looks strange, they looked fine but it seems to be some kind of dried layer on top.
