Constant PL2 issue on CPU

Hello guys, new here so im not sure if its meant to be posted here or not. I have a laptop, and after like 4-5 years usage, it started having this particular problem where when GPU is being used, CPU would starve for power, getting around as low as 5W. I first noticed this on dead by daylight, a horribly optimized game, but then it started happening at other games too. If there is no load on the CPU, it works perfectly fine, this only happens when they both work. I'll drop off my specs from CPU-Z and my logs from throttlestop as i start logging, go start warframe and close it. Any help is appreciated!
