The Core i5-6300U is a low power, locked down, two core CPU. It was as slow as an old dog when it was first released nine years ago. It looks like it is already running as fast as it can possibly run. Unless your laptop has a throttling problem, ThrottleStop is not going to make it run any faster.

I would check the MMIO Lock box, clear the Disable Controls box and set Long Power PL1 to 25.

The default Turbo Ratio Limits are 30 when 1 core is active and 29 when 2 cores are active. With a locked CPU, setting both of these to 30 does not accomplish anything. Might as well leave the Turbo Ratios at the default values that are shown.

Try running Cinebench and see if your computer can maintain the full 29 multiplier. If there is any throttling, open the Limit Reasons window to find out why.

Dual channel RAM will also get you a bit more performance but more RAM = better in all cases.
