I recently upgraded my PC and noticed that once my CPU cooler increases its fan speed, it doesn’t slow down again. For example, even after being idle on the desktop for about 20 minutes with the CPU temperature at 34°C, the fan is still running at the same high speed as it was under full load. I’ve also tried using a program to adjust the fan speed, but it didn’t make any difference. What can I do to fix this?

Rog GTX 1060 6gb
