which froze my core clock at 2700 MHz for some reason.
Checking the Set Multiplier box tells the CPU to use the 27 multiplier and run at 2700 MHz. The CPU is doing exactly what you requested. If you want turbo boost to work then increase the Set Multiplier value to the max which should be 38. ThrottleStop will show 38 T. The T stands for turbo.
The above should work but I do not recommend doing this because there is a better way to control Intel CPUs.
Intel 6th Gen and newer CPUs can use a feature called Speed Shift Technology. This is the best way to control your Intel CPU. This technology allows the CPU to manage its speed so when there is a task to perform it can increase speed, get the task down quickly, and then go back into one of the low power C states. This improves efficiency and responsiveness compared to the old school SpeedStep - Set Multiplier control method.
Many manufacturers started using Speed Shift Technology in their 7th Gen laptops like you have. Some manufacturers like Dell were laggards and were afraid to use Speed Shift. What laptop model do you have?
When a laptop manufacturer does not automatically enable Speed Shift and when they do not provide any way to enable Speed Shift in the BIOS, you can use ThrottleStop to enable this very useful feature. Open up the TPL window and check the Speed Shift box. Set the Speed Shift Min value to 8 and set Speed Shift Max to 38. Press OK. When you go back out to the main screen you should see
SST in green. That confirms that Speed Shift Technology is enabled.
When Speed Shift is enabled, you can adjust how your computer works by adjusting the Speed Shift EPP value on the main screen. Just click on the EPP number to edit it. Setting Speed Shift EPP to 0 tells the CPU to run at full speed even when it is lightly loaded. This is OK if you are plugged in or if you have a desktop computer. Most laptops set Speed Shift EPP to 84. This allows the CPU to slow down when it is lightly loaded but will immediately jump up to full speed when a task needs to be performed. You can experiment by using different EPP values from 0 to 255.
After you do some testing if you decide that you do not like Speed Shift, clear the Speed Shift check box in the TPL window, press OK and then reboot your computer to reset this.
