CPU downclocks under any loads but it doesn't hit any limits

Hello I am a pretty newbie ThrottleStop user, I feel like this is a super beginner question, but yet I haven't seen any mention of it anywhere else - when I max out all the CPU settings, SpeedStep etc, the CPU downclocks a bit under a load, but it's not hitting any power/thermal/turbo etc limits, it doesn't even come close to hitting them. For example, if I simply open and close the start menu a bunch, it goes from 5ghz to 4.8ghz...while using less than 30w of power and sitting at 40 degrees c.

I want to maintain a constant 5Ghz+ on my CPU, all Turbo Ratio limits are set to 50, SpeedShift min/max both set to 50. I have tried to change BIOS settings, enable/disable/change C state settings, etc. I have tried disabling Intel thermal framework. I have tried like every combination of settings and tweaks, so if anyone has any ideas please let me know.
