CPU PKG Power drop

Hi All! I have a problem with PKG power
when i start TS Bench my PKG is stable and near 60W
after i launch any game - PKG power is near 20W(seems its happens when graphic card start working)
it causes Mhz drop

Intel Core i5-9300H
Laptop(Lenovo Legion y540)

at synt test i have cooling problem, and anyway my Mhz near3900in any games Mhz drop to 2993Mhz and sometimes ups to 2999
any power plans does not affect on Mhz. affect only Disable Turbo check)
at the begining i decrease offset voltages to -135 but it does affect at mine problem
Help me please!!!)

I find a solution about this problem
128 SST causes that
for now i drop that to 0 and CPU works like its used to be
My problem is soluted, if somebody can add some advice, ive glad to read
