Disabling Power/Thermal limits on GPU

Hello everyone. I recently installed ThrottleStop to undervolt my CPU (i5-10500h) but because I didn't want to mess anything up I decided to uninstall it. It's running fine overall so I'll make sure to check that out later.
However, it must've modified my GPU's power and thermal limits because they show up in HWinfo even after ThrottleStop was uninstalled. As a result, I'm getting terrible performance in games as the GPU reaches only 40W despite its 75W TDP. Everything else should be running properly: the laptop is on Maximum Performance mode and up until I installed it the GPU was reaching the limit without any issues whatsoever. This is a screencap of what I see in HWiNFO:

The issue also shows up in MSI Afterburner, Divinity: Original Sin 2 main menu.

The usage somehow appears as 99%. The iGPU usage is not a problem: my model lacks a MUX switch so it constantly runs with Optimus on.

The CPU seems to be running at a lower wattage as well in-game (according to Intel, it should be running at 45W).
Obviously, I reinstalled TS to undo its changes but I have no idea of how to do so. I'd appreciate it if anybody could lend me a hand with this problem. I apologise in advance if this is a very basic issue as I'm only starting to learn the ropes regarding this software.

ThrottleStop does not have any ability to make any changes to the Nvidia GPU. It can only monitor the Nvidia GPU speed and Nvidia GPU temperature. ThrottleStop cannot make any changes to the Nvidia GPU speed or its power limit.

The 45W number you are quoting is the Intel rated TDP. That does not mean that your CPU should always run at 45W. It looks like Intel Turbo Boost is disabled in your screenshot. If you made any changes with ThrottleStop, delete the program, reboot and do not use ThrottleStop any more.

Try to figure out why your Nvidia GPU has a 40W power limit now. I am not sure if you changed something in MSI Afterburner or maybe you accidentally installed a Windows Update or Nvidia GPU BIOS update that has lowered this limit. I do not know what this limit was originally set to. Whatever happened, it has nothing to do with ThrottleStop.

Hello, thanks for your swift reply. I could solve the GPU's power limitation by deleting TS's .ini file. CPU-wise, I understand it's not logical for it to run at max TDP constantly, but it does not make sense that the CPU would not fully utilise its capabilities under heavy stress programs (since I'm running the game on Ultra settings). I'll try to update the GPU's drivers and see if it makes a difference.
I do run Afterburner but I haven't altered any limits; the option isn't even available in my PC for some reason. I posted my problem here since they began after installing TS but as you've said, chances are they began coincidentally. I'll update the thread after doing what you've suggested. Thanks once again.
