Does 80% 16 cores CPU load mean that 8 cores will be not enough?

Yeah installations and shader compilation takes more time on 8 cores compared to 12+ (when the bottleneck is CPU and not your network and SSD speed)
That does not mean that they are not enough though. It just takes more time, once. These are single time tasks so doesnt really matter IMO.
