I am using a laptop and according to my observations, both of them seem to run more stable and cooler at the same time, but I am not sure if there is any harm, does anyone have any information?

One regulate voltage, the other regulate wattage. Your computer use a level of both out of the box, set in the uefi by the manufacturer. Adjusting both should be fairly safe. But you can kill performance and/or cause instability if done wrong.
