Fixable? RTX 2070 & GTX 1060 with burnt components

Hello,
I'm facing a problem with my GIGABYTE RTX 2070 WINDFORCE 8G and MSI GTX 1060 3GT OC video cards.
Both cards have damaged hardware, see photo (+ closeup attached).
1060 is reported by the device administrator with code 43.
2070 runs for a while (the system uses integrated graphics) and as soon as it recognizes the video card, everything cuts down - after restarting, a windows recovery tool boots.
I have few questions:
1. What are those burnt components called?
2. Is it possible to fix these?
3. How long would it take for an experienced person?
4. Is it possible that there will be an error elsewhere after soldering the components?
5. What is the reasonable price to pay to get these fixed?
6. Unfixable: what is the price of that gpu as sold for spare parts.

My point of view is that 2070 is burned at a level beyond repair.
Not only the PCB was burned (you actually have a hole in it) but also some other electronic pieces i noticed to be burned)
1060 looks like to be scratched...like some other hard surface that interacted with the video card.
So... i suggest to send them both to a repair shop.
Maybe you are lucky enough to have one of them repaired
Good luck!

Agreed, 2070 looks like toast, the 1060 from what I can make out, has some kind of simd capacitors knocked off which should be fairly easily to identify for the right person and find replacements, looks more fixable than the 2070 for sure

Not much hope on the 2070 but a really good repair shop with an electrician that didnt skip classes at uni might be able to get it working again.

the 2060 doesnt look as rough so it might be salvageable.

Thanks for the responses, I have also found out not all the chips are the same on the 2070 - would that pose a problem with further repairs?

They're VRAM chips, they shouldn't affect the other components that need replacing but honestly, there's a hole in the PCB, I think that one is a lost cause

In my honest opinion as I had to repair motherboards is... There are not many pros with the skillset left that can do the job in repairing computer components these days. Most companies generally farm it out to contractors in other countries and sometimes it can be fixed.

The 2070 is the harder of the two but it could be wire patched in.

My problem is that these came I believe from miners and this is the classic examples of running the components to the ground.

And to be honest it would just be better to avoid both of them.
