Hello;
As the ones who own this "MSI RTX 3080 Ti VENTUS 3X OC" card know, this card is power limited. Card pulls about ~320W of power on load and have very little to no room for overclocking. Thing is that even the card have 2x 8-Pin connectors It should be able to pull up to 370W (70W+150W+150W) on load considering PCIe and two 8-Pin connector specs.
** I'm talking about the whole proccess here so If you just want to know if worked or how well it worked skip to the end **
I thought maybe card is power limited because of high temps/insufficent cooling system but no. On load, Cyberpunk 2077 PL on 4K ultra and rt on (4K for preventing possibility of CPU bottleneck) I've never saw fans going above 85. When I did a manual fan curve on MSI Afterburner %75 fan speed gave the same performance and %70 had an impact barely noticeable. (This card have been repasted with Thermal Grizzly Aeronaut a month ago your averages may vary).
I've decided to flash another card vbios hoping that card have a limit by software not hardware.
** IMPORTANT NOTE **
Don't forget to export your existing VBIOS using GPU-Z
I've previously flashed bios to various mainboards, gpus, expansion cards even security systems (DVR,NVR, IP Cameras etc.),
I have necessary equipment like test mb with two gpus and full IC Chip programmer in case something goes wrong.
If this is your main GPU and you don't have any means for recovery, you might want to prepare a backup plan first.

First I've flashed " MSI RTX 3080 TI Suprim X" but obviously flashing a 3x 8-Pin cards rom to 2x 8-Pin card didn't go well (not terrible thou). Even Its an incompatible rom, card still gave an image and worked mostly fine. Except when placed under load used only around 280W of power.
Tried "MSI RTX 3080 TI Gaming X Trio" next knowing this is also 3x 8-Pin because aside from that card was nearly identical to Ventus 3X OC (fan count, ports, size etc.). This rom ended up giving same results as Suprim X.
After these I've pretty much stuck to 2x 8-Pin cards and tested 5-6 different roms (can't remember these it was late). Finally came across "Asus TUF RTX 3080 TI GAMING OC" which worked fairly good.
For synthetic testing I've used Furmark to test long time load temps and score for comparison.
System Specs
Monitor : Creator PS321URV
Mainboard : MSI B450M PRO-M2 MAX
Ram : 2x 16GB HyperX Beast 3200 Mhz CL16 (Running @ CL14)
CPU : Ryzen 5 3600 - Running all core 4.5Ghz 1.32V
GPU : MSI RTX 3080 TI Ventus 3X OC
PSU : 750W Corsair RM750x
Note: I've added the monitor to clear unbalanced pc spec/cpu bottleneck arguments. I'm not mainly gaming on this but when I do its pretty much always on 4K and this monitor only supports 60 fps so never had bottleneck issues even before this vbios flash. I've got this gpu second hand while being in pretty much brand new condition for about 320 usd.

** Furmark - 4K 1 Minute Preset - Fan Speed %75 - No Overclock **
Default VBIOS Score : 6459 - 105 FPS Avg - Max GPU Temp 64°C
(I wasn't planning to post this so no default test screenshot sorry)
Asus TUF VBIOS Score : 6719 - 112 FPS Avg - Max GPU Temp 67°C
** Cinebench R24 - 10 Minute Test - Fan Speed %75 - No Overclock**
Default VBIOS Score : 15067 - Max GPU Temp 66°C
Asus TUF VBIOS Score : 15771 - Max GPU Temp 68°C
I haven't took any screenshots but there is about %5 in game performance uplift on average (Cyberpunk 2077 - PL, Dying Light 2) not much but its stable and there.
I'm thinking about renewing the thermal pads sometime in the future. When I do and there is significant results I'll update this post.
