G-Sync + FPS cap?

I've recently noticed nvidia control panel now has a "max frame rate" limiter and I did some reading which lead me to this interesting youtube video about latency and input lag:

I'd like to know what your thoughts are?
I've been hearing that gsync + NVCP vsync on + -3 FPS cap (-3 from your monitor's max refresh rate) give the best results in terms of frame-times, input lag etc...

Can you guys confirm this?
