I am hesitated which is a better card ? I saw in reviews of 9070 XT over none XT has 15+ ~ 30+ FPS in games but worried about vram temperature 9070 in Asus tuf sample is 78°C but Sapphire RX 9070 XT Nitro OC is at 90C

Sapphire nitro looks to be one of the worst (based on HUBs reviews). Check/wait for other partner cards and of course, wait for actual pricing.

Another factor to consider is efficiency and price to performance. Which matters to you more?
Undervolting seems really promising on the 9070XT, and at the other extreme, both OC like monsters (which is actually nice to see cards OC above 10% for once)

I'd wait for street price to come out, and see what the stock is like though first.
