use MSI Afterburner to set a custom fan profile. Problem solved.

There is no reason to touch the VBIOS unless you're having DP compatibility issues or need to boost power limit.

You already got a maximum of 280w, just use MSI Afterburner for custom fan curve and fine tuning.
