I saw a redditer bought a blower style RTX 4090, so I decided to get mine as well.
I recently just bought a blower style RTX 4090 from a Chinese seller on Taobao.

There were 4 different brand's RTX 4090 blower you could choose to buy, which cost around $2100.
(I know it's a huge price premium that you could even buy a water cooled OC version with this price)
- Gigabyte
- Manli
- Galax
- Gainward
According to the seller, only the Gainward one has backplate.

Since the place I live only has Gigabyte service centre nearby, I ended up buying Gigabyte RTX 4090 TURBO 24G.

I believe it's the same model from VideoCardz's article: https://videocardz.com/newz/another-geforce-rtx-4090-gpu-with-blower-type-cooler-has-been-spotted
The P/N is GV-N4090WF3-24GD-T according to the sticker on the back. (GV-N4090WF3-24GD is GeForce RTX 4090 WINDFORCE 24G)
So we could know this card is probably derived from WINDFORCE card that shares PCB, but with different 12VHPWR connector location.

It's a dual slot card, and appeard to be shorter than my PNY CMP 90HX.
The fan noise is also lower than the PNY blower card.

I use GPU-Z to check, and it looks pretty legit:

Not sure how can I get this verified tho.

I ran 3DMark TimeSpy with i7-11700, and got 24791 over all (graphics: 31010), which seems pretty average.
The GPU temperature does not exceed 90C during the test, and the VBIOS has power limit of 450W.
I may run more benchmark to further test this card if I have more time to spend as I just bought a i9-12900 recently.
It should have less bottleneck when paring with this beast.
Perhaps I may take this opptunity to build a SFF system with this card.

More noisier for obvious reasons, but for ~268mm in length, standard height and dual slot cooler, performs like a champ!

Fits perfectly in my 8.1 Liter S300 itx case, and with a couple Noctua 92mm Fan ducts, temps are not too bad. Fan ducts barely visible through the case in real person (only visible if shining direct light at it)

E-Cores on 13900K disabled to control temps, and mitigates potential game/app issues.

At least this videocard isn't one of the super-sized 4090's and OTHER gigabyte 4090's have reportedly been suffering from cracked PCB's but I don't think this blower style one would.

I was hit with a 25% tariff that I wasn't exactly expecting (California). Check your federal/state codes.

What are the noise levels like?

Doable/tolerable up to 60% on MSI Afterburner.

Any more, I only try to only use for full power/benchmarking purposes.

I have to ask. 450 watt is a lot to ask of a dual slot blower cooler.

At 70% fan speed in 72 degree (F) room, about 75 Degree (C) at 450W full power.

Noise is tolerable up to 60%. Any higher I try to only use for benchmark purposes

i think blower cards need to make a comeback someday. especially on lower end cards. with medium fan speed they really aren't that loud, and all that heat just goes boom out the case, where it belongs.

That is exactly why I wanted to have a blower style fan for my 8.1L sandwich S300 itx case. So I do not have to worry about 200-400W of heat on one half of the case. It just gets ejected out the back of the card.
Admittedly, I think a 4080 Blower would be a much better fit than a 4090. But undervolting to 1.000V @ 2800Mhz Core certainly helps.
Plus, the allure of fitting a 4090 card in a 8.1L case, and being cooled somewhat ok, along with a 13900K (E-Cores disabled) was something I wanted to try. And I can say that I am quite happy with the results.

They just need to use the workstation cards heatsink & blowers. The workstation card blowers have a larger heatsink inside of the blower & more physical copper compared to this, they also weigh more.

Finally, I've completed my SFF build with the Gigabyte RTX 4090 Turbo.
I was having hard times finding the smallest possible SFF case with ATX PSU support.
I ended up using Aklla A4 Pro

Here is my system configuration for now:
CPU: Intel i9-13900E (might upgrade to 14th Gen later)
Cooler: Noctua NH-L12S (Fan is replaced with Silverstone FM93 due to interference with the MB/RAM/Case)
MB: ASUS Strix B760i Gaming Wifi
RAM: V-Color MANTA XPrism DDR5-5600 48GBx2
GPU: Gigabyte RTX 4090 Turbo
Storage: Solidigm P44 Pro 2TB
PSU: MSI A850GF
Case: Aklla A4 Pro
OS: Windows 10 Enterprise LTSC 2021

I left everything as default except enabling XMP profile for my DDR5-5600 memory.
Here is the TimeSpy score I got with 2K 144Hz monitor:

The max temperature of the GPU is around 78.5C in the case (ambient outsude the case is 26C).
The CPU temperaure was around 88C max during graphics test.
I thought I could get away with non-K sku CPU, but still got 100C during CPU test.
The CPU thermal would be an another issue I need to deal with tho.
I may switch to 14th Gen CPU later if it's more power efficient.

The noise of the CPU fan & GPU fan when operating at full speed is about 68dB.
