GPU Core Clock and Memory Clock almost 100% when exiting a game

Well, I just changed my GPU to a 1050ti, installed the lastest drivers (384.76) and I have this weird behavior.
When I exit a game, the GPU Core Clock and Memory Clock still to almost 100% when idle.
This is the GPU before running the game

and this is AFTER running the game:

I noted this because I feel like the mouse was lagging after exting the game and running any desktop application.
I dont know how to solve this. I was browsing for hours, searching in different forums and nothing seems to solve my problem.
The only solution is to reset the computer (!!)
If you ask, Im not running any nvidia 'extra'

Down in that list there is another one called "Nvidia Telemetry Container".....

I found out I needed to leave all that enabled to run my games without issues.:ohwell:

Yeah I stopped tin-foil hatting every bit of telemetry when Windows 10 got installed tbh. Its a battle I can't be bothered with winning.

Close your eyes and the problem is gone right ?

GPU-Z should not be causing this. The issue goes way back to many problems Nvidia cards exhibit when switching between frequency states that get stuck. I had this once after a Windows reinstall along side balckscreens. Could never figure out what the issue was. Definitely not GPU-Z.

Also , 18c ? Damn , how cold is your room OP? I know with Pascal clocks and power control act weird at low temperatures. Though probably this is not it.

I see you are running 384.76

Remove everything with DDU and install the latest WHQL / hotfix that came after that one.

Hello mate.
There was one guy has same issue. "GPU memory clock won't go down at idle"

He discovered the solution after trying and being told to do all the things that people here are asking you to do!

"I SOLVED IT! Last month I purchased a new Dell monitor. It came with a program called Dell Display Manager. With that program running, my GPU clocks, temperature, and power usage was stuck at 3D. After I killed the program, it went back to 2D clocks! Temperatures return to normal! I'm so relieved!"

"Solution: Dell Display Manager was the culprit! I had to exit the program to get back to 2D clocks. I then uninstalled it."

See? Your computer might not have that app "Dell Display Manager", but if you have other apps that you think suspicious then check them out, disable them or uninstall them (sometimes disabling an app isn't enough, you have to uninstall it).

A guy posted on this thread, was actually having the same issue with his 1070 (A current video card). It looks like he was googling to find an answer, and this help him!
"Had this problem on my GTX 1070, clocks were stuck several times. exited my Dell U2515H software and problem solved...
Thank you very much!
"

First at all, Thanks to everyone who answer me!!.

Now, Im going to responce one by one.

Delete drivers using ddu, install latest motherboard chipset drivers, then install gpu driver
I did that. Booted in Safe Mode and unstalled everything and I mean it, everything and installed the lastest offcial version :

384.76-desktop-win10-64bit-international-whql.exe

Down in that list there is another one called "Nvidia Telemetry Container".....

I found out I needed to leave all that enabled to run my games without issues.:ohwell:
I did that, after the clean install of the Driver, still have this problem :(

Remove GPUZ then there will be no issue
I dont see how that would help. My mouse would still lag and the Clock and Memory would still on...

Also , 18c ? Damn , how cold is your room OP?
Winter is here. And Im not kidding...

I see you are running 384.76

Remove everything with DDU and install the latest WHQL / hotfix that came after that one.
I did it, uninstalled with DDU in safe mode and installed the lastest 384.76-desktop-win10-64bit-international-whql.exe

That was probably the 1st thing I did when I was browsing, I dont have two monitors and I dont have a dell monitor either. Anyways, I had downloaded that app and run it, no effect. Just an icon at the tray, nothing more.

Here it is, just in case : http://www.dell.com/support/home/us/en/04/drivers/driversdetails?driverId=6WGWY

You are doing it backward. You are not suppose to use it as a solution, why would you go to do that lol
You neglected this:
See? Your computer might not have that app "Dell Display Manager", but if you have other apps that you think suspicious then check them out, disable them or uninstall them (sometimes disabling an app isn't enough, you have to uninstall it).

What I meant is: Check the other apps, investigate them. There might be an app that interfere, just like the dell display manager. The symptom he got matches the symptom you get.

I believe there is a built in monitor in NV control panel where you can see what is using the GPU.

Its a clean windows install. Anyways I traced any possible issue and still I cant find whats the problem. If there is any way to reset those clocks, that would be helpful, I tried Afterburner...

Are you using any power saving and/or OEM control panel software? Try it without (uninstall), if you are.
Reseat the GPU and check your power connections.
Turn off your, or try different, A/V software... then test. Be sure to turn back on after testing.

You may want to check if there is any firmware updates for your GPU and/or system board.

I noted this because I feel like the mouse was lagging after exiting the game and running any desktop application.

Also, you may want to try LatencyMon v 6.51... it may give some insight to that lagging, and possibly, a culprit that maybe the cause of the problems.
And, when this is happening... run the task manager and see what your system is doing.
If your using wifi, update those drivers; and, audio drivers.

And, just wondering... what are the specs of the system.

Ensure you have no system benchmarks or folding/crunching/web browsers open.

Go on Nvidia Forums for help, contact them or card manufacturer, contact game creator, make sure game is patched up.

Send the card back

Format the system

From NV control panel -> Desktop ( the top options ) -> Display GPU Activity Icon in Notification Area

Now there should be a new application active in the bottom right active icons thing in Windows , double click on it and it will display all the applications using the GPU.

Nothing running in the backgroung. If were a way to trace why those clocks are running, that would be great.

Im using ProcessExplorer, which seems more complete. Doesnt shows anything. Just the usual stuff.

Meanwhile, the clocks stay at max when I exit the game.
Im affraid that I wont be able to solve this, meaning, that Im going to reset the computer everytime I quit gaming...

Again ,there have been plenty people with this issue along the years but never have I seen a clear cut solution. In my case it was a Windows reinstall.

May seem like a stretch but have you checked your PC for malicious software? We have seen hidden mining apps in the past with AMD GPUs as well and mining on Nvidia is now also viable.

Did you try full system scan for malware? You didn't mention that you have tried this.

He means BIOS'es, aka firmware.
The GPU firmware has not updates neither my board.

Again ,there have been plenty people with this issue along the years but never have I seen a clear cut solution. In my case it was a Windows reinstall.
this is a clean install :(

Yes, full scan and the system is clean. btw, this is a clean install and I didnt install anything 'extra'.

I wonder if there is an application to reset these Clocks to their idle state.
