GPU running at x2 (8.0 GT)

Here is my issue...
recently upgraded GPU to a 4070ti and noticed low fps performance in game. ran HWinfo and observed that the GPU is only running on 2 lanes...
i have a second pc with almost identical hardware, with only 1 difference. the SSD...
GPU is installed in the top slot.
SSD installed in m2_1 slot.
have reinstalled windows 11, and updated all drivers.

Is the 980 evo pro, pci 4.0 being prioritized and limiting the GPU? it was originally installed on the m.2_2 slot and moved it to the m.2_1 slot with no difference.
even swapped GPU's between pc's to confirm its not the GPU.

edit: i've gone through the BIOS multiple times and theres not an option to select a speed for the SSD, only AUTO, SATA, or PCIe
i've tried changing pci configurations to gen 3 instead of auto with no luck.
