GTA V: Offline Mode: Could not establish connection

I can't play GTA V anymore unless I first start up GTAIV in offline mode w/the CLI switch. Rockstar's "fix" for

But it doesn't work and why would they need to set DNS servers in order to get their freaking launcher to work?
