I have a Thinkpad T460 laptop with an i5 6300u processor. I sometimes play games on it and encounter a very serious performance drop. Almost immediately the system limits the thermal package to 15V. I somehow managed to configure ThrottleStop, but sometimes throttling works. Help, what am I doing wrong

The i5 6300U has a 15W TDP power rating. Some computers use an embedded controller that is programmed to enforce the 15W TDP power limit. ThrottleStop cannot be used to fix EC power limit throttling.

You can try checking the MMIO Lock box in the TPL window. This will probably not make any difference.

Generally speaking, U series CPUs are low-power (15W) and not meant for gaming. They will do fine for web browsing, media consumption, office work... But gaming? Only the very light sort, I'm afraid.
6300U in particular, can go as high as 25W. Go into the BIOS, see if you can find a setting that lets you up the cTDP. Don't get your hopes up, laptop BIOSes are usually very spartan.
