High fps but game looks and feels like 20-30fps/hz

Im having this problem with League of Legends.It randomly happenes the game starts moving and feeling very slow and the fps is high (over 100-120 all times).The temperatures are always low and the % of the cpu,ram etc is also low so I really don't understand why. My monitor refresh rate is 75hz.Idk if this matter but with my gpu I can't see anything before the Windows starts or the bios so when I had to install my windows I had to swap my gpu for that. My fps is high in this game 200-250 and when a lot of stuff happening maybe 120-150. I have my fps locked on 144
GPU: 1050 TI
CPU: I3-12100f
RAM: 16GB 3200MHZ
AND SOME 240GB SSD

Im pretty sure my mouse is fine in game no problems with that

I opened game bar and it makes the game choppy but I wasnt having game bar active when my game was running slow.

I have a feeling it might be my monitor. I tried to change the hz to 60 and the game looks like its 15-20fps even tho my fps are 300+ all time.So I went back to 75hz and still doesn't look that smooth so maybe its my monitor.

I start to think maybe the problem its related to my GPU but im not sure.I recorded my gameplay here

You can check at minute 5:00 how slow the game moves and looks even if my fps is high.
I guess there is lag when there is a lot of stuff happening on the screen but its weird because the fps is not getting that low

Thats your internet not keeping up or the game engine is just not that optimized

Turn on vsync? You can use rtss to also limit to same number (75) to flatten your frametime graph further. It is the flatness and consistency of your frametimes that will make the game feel smooth.
