High frame time (please help)

I moved house back in June of this year. I noticed while playing hunt showdown my fps would go from 120 to 75 even as low as 50. I could see with the game statistics on that my frame time would go as high as 27 at times. I looked everywhere for a fix. I have plugged my pc into mains gone to an older gpu driver. At some point it seemed to of fixed…. However yesterday I installed a 4060 gpu and it is back again doing it. It is completely ruining my games with big stutters and fps drops. I did download a program from a forum and I get spikes for driver wdf01000.sys not sure if this has anything to do with it
