how can i fix my router?

so i have a d'link x1650 wifi 6 router, it was turned off while setting up ever since it won't connect to 5ghz band and 2.4g band doesn't lit up. I have tried various methods and some complex ones which i either don't understand / too difficult or just straight-out don't work.

Even in recovery mode, i can't flash the firmware and get illegal error even with the one provided by support team. The problem occurs when router is using pppoe connection but fine with dynamic dhcp.

I don't want to visit service center as it is a different city it would helpful if somehow someone can find me way to either possibly decrypt the firmware (so i can flash in recovery mode) or provide an Indian specific bin file which would be compatible with my router, though latter was done by support person so i don't that's an option.

TFTP, PXE server also don't work. There was a video with decrypting method using python but it was getting failed error so i have pretty much tried most of the things, am i missing something here? i am not into opening it up and flashing with 3rd party devices, not my kinda job.
 
What is the exact model as it appears on the router and what exactly is the error you get in recovery mode?

it works fine with flashing any version in normal web ui mode, so i doubt it has anything to do with that. Heard dlink routers since 2018 are using encrypted firmware so that could be causing an issue in recovery mode but it should work with the right image, they only shared a firmware file which has same error.
