How can I reset my computer？

I seem changed some settings.But now I want to reset.I try to delete throttle.int.It didn't work.And my highest cpu clock speed limit 1.8Ghz.What can I do to change?Thank you.My computer is Thinkpad T490.CPU is i5 8265u.My English isn't good because it isn't my native language.

Delete the ThrottleStop.INI configuration file and turn off your computer. This should reset it.
