If the mathematical part of me would be suggesting things, I'd suggest that this is based upon harvested data on how long each game theoretically takes to complete, less current completion percentage. For example, the average amount of time for Counterstrike would be 0 hours. There is no single player campaign, so there is no actual game completion. It'd be interesting to verify this by starting a new account, and downloading only F2P, multi-player only games. Off the top of my head, Warframe seems to be a fun example. You cannot practically get 100% of the achievements, and it has no single player campaign completion. If after downloading that, and checking this, you didn't get 0 hours you'd have something interesting to consider.
