HX1200i (2024): steady red light at power on

I just built my system using an HX1200i-2024 to power an MSI Z790 Carbon Max WiFi II motherboard with an Intel i7 12700KF processor.

When I power on with a USB-C cable connecting the PSU and a motherboard USB header, the light on the power supply blinks green and then quickly turns a steady red.

a) If I remove all the connections from the motherboard except the 24 pin power cable, the CPU and the USB-C cable the light still turns red.

b) If I unplug the USB-C cable from the power supply, the light does not turn on.

c) If I unplug the 24 pin power cable from the motherboard, a PSU tester shows all voltages are correct and a voltmeter confirms this for all 24 pins.

I) What does this behavior show about the PSU and the motherboard?

II) What further diagnostics should I perform?

Yikes.

First thing i would do is re-seat all connections, make very sure everything is plugged in where it should be, and make sure you're not grounding out your motherboard any where. Assemble it outside of the case if need be. I'd just leave the usb cable off till you get it running (it's only for iCue). If you've tested the power supply with a multi-meter and it is good, than the chances are the problem lies with one of the other components.

Maybe give us some pictures and see if we can spot anything obvious.
