I am a BIOSTAR H410M-H, i5 10400F user.

My processor does not exceed 35W at full load. Normally, it is a processor with a TDP value of 65 watts.

If you believe you have a throttling problem, post screenshots while your computer is throttling. Run something consistent like Cinebench. Show me the main ThrottleStop window as well as the FIVR and TPL windows. Show me the main ThrottleStop window with Limit Reasons open while Cinebench is running and while your computer is throttling. Turn on the Log File option and attach a log file to your next post.

Normally, it is a processor with a TDP value of 65 watts.
That does not mean your CPU must always run at 65W. A CPU will only use as much power as it needs to use.

Last night, I did TS Bench. While benching, I opened HWINFO. During the benchmark, I saw that Max Turbo Limit and Turbo Attenuation (MCT) were turned on as yes in the Throttle section. By the way, the maximum used wattage is written in the section labeled PKG Power in the screenshot.

I didn't understand the log part, I couldn't find it.

In the FIVR section, I experienced the offset and IccMax settings recommended by another friend.

Set the FIVR Turbo Ratios to the default values. You cannot overclock your CPU. Setting all of the turbo ratios to 43 will not make your computer run faster. The Turbo Ratio Limits from top to bottom should be 43, 42, 41, 41, 40, 40.

Show me a screenshot of ThrottleStop while the TS Bench is running. You need to take a screenshot while the CPU is fully loaded. A screenshot when your computer is idle after the test is finished does not show me anything.

The maximum multiplier for your CPU is 40 when all cores are being used. Does ThrottleStop show 40.00 when testing? That is the maximum.

Power consumption is not important if your computer is running at full speed. Low power consumption is good. It is not bad.

Check the Log File box on the main ThrottleStop screen to run a log file while you are testing. Exit ThrottleStop when you are finished testing. The log file will be in the ThrottleStop / Logs folder.

FIVR Turbo Oranlarını varsayılan değerlerle ayarlar. CPU'nuzu overclock edemezsiniz. Tüm turbo oranlarını 43'e ayarlayarak daha hızlı çalışmasını sağlarız. Turbo Oran Sınırları yukarıdan aşağıya 43, 42, 41, 41, 40, 40 olmalıdır.

TS Bench ThrottleStop'un bir ekranını gösteriyor. CPU tamamen yüklenmişken bir ekran görüntüsünü almalısınız. Test programı sonrasında bilgisayarda boştayken bir ekran görüntüsü bana hiçbir şey göstermiyor.

Tüm parçalar CPU'nuz için maksimum çarpanları 40'tır. ThrottleStop testi saat 40.00'da mı görünüyor? Bu maksimumdur.

Tam hız çalışmasısa güç tüketimi önemli değildir. Düşük güç tüketimi iyidir. Kötü değil.

Test sırasında bir günlük dosyanın çalıştırılması için ana ThrottleStop'un kaydedilmesi Günlük Dosyası kutusu işaretlenir. Testi bitirdiğinizde ThrottleStop'tan çıkın. Günlük dosya ThrottleStop / Günlükler listesi olacaktır.

I did everything you said, it shows in the video recording. Single core turbo speed 4.30GHz. Multi-core turbo speed is 4.10GHz. My expansion is not speed or overclocking. The only thing needed is to get rid of the EDP Limit. My processor gets stuck at the EDP limit when applied to Intel Extreme Tuning Utility. The limit seems clear.

I added the Log File. And I want to tell you this. In the Cinebench R23 Test, while most people on the internet scored 8000-8100 points in multi-core, my processor got around 6000 points because it was stuck with the 35 watt limitation. I think it's a very low score and there's a big difference.

The log file shows the reason for throttling is VR TDC. It is not power limit throttling. Your CPU is throttling because the voltage regulators on the motherboard are not able to provide enough current to the CPU. If you open Limit Reasons it would show you the reason for throttling while Cinebench is running.

A Biostar H410M is a low end motherboard. If you want to run your CPU at full speed when it is fully loaded, you need to buy a better motherboard. ThrottleStop or Intel XTU cannot be used to fix this problem. A better motherboard can run your CPU at full speed. Your Cinebench scores will be much higher when your CPU is not throttling.
