i7-7700 non-K multiplier not showing 42 (8.0-39.0 max) so not reaching 4.2Ghz single core

I just replaced the Xeon 1240v5 for a I7-7700 in my Dell Precision T3420 and the maximum speed of the will not go beyond 3.90Ghz. The multiplier seems to be going no further than 39x. See screenshot of CPU-Z:

The Turbo Max is 3900 Mhz
The multiplier looks the same as with the Xeon (screenshot with previous processor):

All the settings in the BIOS are correct (I reckon); C states and speedstep are enabled.

What could I have missed?

I cannot seem to find an option in the BIOS to enable Turbo boost (mode), but the CPU is going past 3.60Ghz (read something here: https://www.techpowerup.com/forums/threads/overclocking-i7-7700.266473/ ).

Any tips/pointers are welcome and appreciated

Sorry, I did find Intel Turbo Boost in the BIOS and it is checked so it is enabled (as well)

Did a reset of the BIOS via the interface (default and factory settings.. just to be sure..) and finally the Turbo Max is 4200Mhz
