iCloud authentication issue, new Windows 11

Ran into an issue with a client when trying to get him authenticated for iCloud on a new Windows 11 dell.

New Dell Optiplex, Windows 11 x64
Loaded iTunes and iCloud
iTunes authenticates with alert to iDevices, and accepts the number.
iCloud = cranky. Accepts/allows the install, but when authenticating for the Password Sync, pops the “Allow / Don’t Allow” up and right off of any device we check. Sending a text message sends the numbers, but after entering on the PC, it waits 5 seconds, goes back to the main iCloud app status screen, Password Sync says “Off”.

Both pc and phone are connected wireless to the same local network. Changed between the two options (5g and not), mix and match
Went between public and private
Disabled IPv6
Had already removed the Dell Optimization service before this step, couldn’t find any other “optimization” scheme present
Uninstalled and reinstalled multiple times (did so many times the last time, it disallowed an more verification texts for “a while”)
Verified iTunes authenticated the computer
Can login to web iCloud and authenticate with zero problem
Added the various iCloud executables to the Firewall “Allow” list multiple times
Disabled windows firewall
iCloud won’t accept an “App password”

I'm running out of ideas on how to get the stupid PC to authenticate. Anyone run into this before, or have any ideas?
