Intermittent Black Screen Flashes w/ Used GPU

Hi, TechPowerUp forum users. I'm here to ask for assistance with a potential GPU problem I've been experiencing. For context, about a month ago, I purchased a used RTX 3070 Founder's Edition off eBay. The seller described it as being in good condition, other than some dust on the cooler. It arrived packaged immaculately and usage went well for the first couple of weeks.

However, soon after I installed a Windows Insider build, I began experiencing a reoccurring issue with my monitor intermittently flashing black for a few seconds - often during gameplay. It's extremely obnoxious and the rate of occurrence seems to have gone up with time, from my observations. Installing subsequent Windows Insider builds hasn't resolved the issue, nor have recent NVIDIA driver releases. The issue seems to occur more often when the GPU is being loaded, such as while playing an intensive video game; that makes me concerned that this is a hardware problem thanks to the GPU being used.

Additional information is listed below for diagnostic purposes:
  • I've used the same HDMI cable both before and after the issue began occurring.
  • I didn't experience this issue while using my spare PNY Blower RTX 2060; however, that was before the issue began occurring at all, and I don't have the spare GPU on hand to conduct testing (it's at home and I'm at uni).
  • My monitor model is the Acer EK271U Ebiip 27" 2K QHD (2560 x 1440) 100Hz LED.
  • HWInfo64 doesn't show any abnormal overheating behavior or excessive hotspots on my GPU.
    • My system temperature overall is within reason and nothing is throttling.
    • The GPU voltage is locked at 0.900V, if that's at all helpful (it seems normal to me, but I'm not sure).
  • Recalibrating the monitor didn't fix this.
  • I haven't yet attempted a clean reinstall of Windows.
I plan on thoroughly documenting this issue by noting how many times per hour the black screen occurs, during both periods of high and low GPU load. However, I'd like your opinions on this in the meantime - especially regarding whether or not others have been dealing with the same thing on insider builds of Windows, as that's my primary guess as to what's causing this.

Edit: I forgot to mention that I hear the GPU fan stop spinning momentarily when the black screen issue occurs. It starts back up again when the screen turns back on. Additionally, the rest of the PC is still functional while the screen is black; for example, audio still plays and games don't crash.

Had an HDMI cable cause problems; a little silicone oil on the connectors fixed the issue.

When I wiggled around the HDMI cable from where it's connected to my monitor, the black screen flash reoccurred. However, I'm unsure if this is the root of the issue or just a coincidence, since manipulating the HDMI cable from either end afterwards didn't do anything abnormal.

Try and get new one and check again. I recommend only high quality cables like AudioQuest Vodka 48G.

First and foremost, I'd get a DP cable going on. Got tired of my HDMI cable playing similar tricks, DP only from now on. And you really should perform a clean Windows installation so you are completely sure it's not a software issue.
If that doesn't help I'd consider a PSU swap. 600 W is enough for 3070, the rest of your system doesn't scream power hogging but your PSU might have some factory defects or simply be worn out. Won't hurt testing some 650+ W unit of high quality.
Then, your possible order of business is swapping all SATA cables out.
RAM is a very unlikely culprit.
CPU... I don't think so.
The last non-GPU element being a possible foul is your PCI-e slot. I'm afraid there's nothing you can do other than RMA/repair shop.
And if that's indeed a faulty GPU then I have no idea what exactly is broken.

Have it checked on another system, if it does the same the board will need repair which might become uneconomical
