I have a R5 5600 + GTX 1060 3gb, but i want to upgrate to a RX 6800.

My PSU is a Cougar Atlas 600w 80+ Bronze.

- I was planning to buy a Sappire Pulse 6800, but it recommends a 650w PSU. Will my PSU be enough for it or should i buy a new one?

- Sapphire Pulse RX 6800 page says that the GPU length is 303mm. But my case is a Cougar MX360 RGB with a maximum GPU length of 315 mm. Do u guys thing it fits on the case or is it too tight?

Should be fine on both accounts. I am unfamiliar with that PSU, but, if it is decent quality (and no, 80 certification isn’t a reliable indicator) it will do just fine. Vendors overrate the PSU requirement on purpose, usually, to account for complete bargain basement tier units.
Length-wise, well, should fit, unless you have a front fan or something taking up space in front of the GPU, obviously.

Should be fine if it's not too old. Those GPU manufacturers' requirements/recommendations are for crappy quality units mostly.

It will work because you will be around 250w of total system power while gaming not because that HEC special unit is actually capable of sustained 600w at spec
