92°C Hotspot?
if not you have some awful airflow or like 40°C Ambient
92degC is what MSI afterburner is reporting with no overclocking. Room temp would be 20-25C ambient.
Case airflow could be an issue, good tip.
The case is a roomy
Corsair 750D ATX with the front hard panel removed (filter panel remains in place) with three fans blowing in. Up top is a three-fan radiator waterloop cooling the CPU (overkill, but was also for the old GPU) with fans blowing out. Also got a fan high on the back blowing out. Might take both side panels off for a while and see what impact that has.
My 3080 Ti FE won't even reach that on a hotspot. Memory might peak at 96C but that's with 360W pulled from the card running Control with full RT on.
We need full system spec, cooling setup, what temps reach 92C and any details about GPU - is it new, used, warranty status.
Looking at non-Ti reviews that cooling should be able to keep good temps, around 70C with default fan curve.

- GPU: EVGA 3070 Ti XC3 Ultra 8GD with three fan cooler
- RAM: 4 x 8GB Corsair DDR3-1600 PC3-12800
- SSD: Samsung SSD 850Evo 500GB main drive
- HDD: Seagate 4TB x 2 SATA drives plus Seagate 8TB backup drive
- FANS: 7 x Corsair AF140 66.4cfm 140mm fans (3 blowing in at front, three exhausting across top-mounted 360mm rad (CPU cooler) and one exhausting top rear.
- PSU: EVGA G2 850W 80+ Gold
- DISPLAYS: 3 x Samsung G7 1440p 1000r 32" monitors (bought late last year)
All components bought new, no refurbs, no warranty issues.
- Case, mobo CPU and drives bought in 2017.

I have a waterloop currently cooling only the CPU. It was also cooling my old GTX970 GPU, but I haven't looped in the new GPU because I can't find a block.
I've tweaked the 3070 Ti's GPU fan profile to run at 100% from 50C, but no tweaks on GPU clock or memory clock yet. Not until I get the temp sorted.
The 92C temp is what MSI Afterburner consistently reports from the GPU during iRacing gameplay. I'm not sure how to get the breakdown you asked for (hot spot etc). Afterburner reports GPU Usage as 100% during races.
iRacing reports 80-90FPS during races without too many other cars on screen, dropping to 60-70FPS when I'm in traffic. I have crowds off, sky textures low, and a few other iRacing scenery graphics settings lowered to get the best frame rate.
