Is TechPowerUp measuring the total "Board Power Draw" of a GPU in the reviews or just the "Gpu Chip Power draw" like shown in GPU-Z for example ?

When i see the review of the "

Galax GeForce RTX 4070 EX Gamer White Review


Which is basicly my card the - KFA² RTX 4070 EX Gamer
on the review i see there that the card pulls 17 watt in idle but my card shows me in GPU-Z stock settings 32 watt in idle - "Board Power Draw (shows the current consumption of the whole graphics card)" .. So why would my card use that much energy in idle? Or are TechPowerUp measuring just the "GPU Chip Power Draw" which i see on GPU-Z that is around 10 watt if thats the case.. Btw i didnt overclock but undervolt the card and the idle power stay pretty much the same of 32-33 watt.. Is it not 33 watt too high for a rtx 4070 ? This doesnt sound really efficient to me when i see that even an 7900XTX and 4090 both need less idle power then my card :(
