Issues with clock speed not increasing

I am running an RX 580 2048sp 8GB.

Two years ago I thought I had a BIOS issue with this card and received help from this forum getting it flashed to something that didn't run a black screen.
I stopped playing video games to focus on work but have decided to get back into it.

The issue I have is that the clock speeds don't change under load. (I discovered this two years ago but didn't want to waste time asking)
No matter what game/exe is running, or what percentage Utilization it is at, the Clock Speed stays at 588Mhz.
Not true: When on desktop, running Chrome or during loading screens in a game, it'll adjust clock speeds fine (ive seen upwards of 1700), but they return to 588 the second the loading screen goes away.

I can change the tuning in either Adrenalin or MSI Afterburner to a minimum speed that's higher ie. 1209Mhz and it'll run at that amount and never change regardless of load. This has helped when playing games, but requires the exe to be recognized in the apps (doesn't always work) and many times I have to add new games or turn it off and on when playing and stopping.


AMD Ryzen 5 5600G, 16GB RAM. Any other questions or photos that you guys might need, I'll post.
I'm unfortuantely hoping someone has dealt with this issue and knows a fix.

This bios might be a beter match since it shares the same part number on the PCB in the earlier created thread (109-D4732-002).

I tried to flash the bios with amdvb and received the

Old SSID: 0B31
New SSID: 5030
SSID mismatched

ERROR: 0FL01

I tried 2.93, 3.31, and 5.0.5 and wasn't able to get it to work.
I feel like I know how to get around this, but for the life of me, its been so long, I can't remember.

Please follow the mini flash guide of eidairaman1. Version 2.93 is mandatory.
See instructions below:
For RX 500 Series (Polaris) and Older:

Get amdvbflash 2.93

https://www.techpowerup.com/download/ati-atiflash/

Then look for Version 4.68, underneath 4.68 you will see a link to show older version, click that and you should see version 2.93

Here is a fix to make 2.93 work in Windows 10 and 11, Get the zip for version 5.0.567, extract it, then find the AMDVBDriverInstaller, execute the file and follow prompts, then restart the computer, that should help with bypassing Win8 Security feature prompt, if you get that prompt hit ok. Once done flashing run the file again to uninstall it for safety reasons

Follow these steps carefully:

1. Open your "C:" drive in Windows, create a new folder, call it atiflash.

2. Extract the contents of atiflash_293.zip to the "C:\atiflash" folder

3. Find the bios file you downloaded and rename the bios file to 5 digits with .rom on end Example RX 580, change file to rx580.rom (r****.rom)

4. Move r****.rom to the "C:\atiflash" folder

5. Open the start menu, type cmd, when cmd.exe appears right click it and hit "Run as administrator"

6. At the command prompt type in cd\ and press enter until only C:\> is on the screen.

7. Type in cd/atiflash and press enter, you should see C:\atiflash>

8. Type in amdvbflash.exe -i to identify the gpu you want to flash with a 0, 1, or 2)

9. At the C:\atiflash> prompt type in
amdvbflash.exe -unlockrom 0
(there is a space between the e and -unlockrom and 0)(0 is the number zero)
press enter and you will be prompted that the "ROM Unlocked" (or 1, 2)

10. At the C:\atiflash> prompt type in
amdvbflash.exe -f -p 0 r****.rom
(there is a space between the .exe and -f, and a space between -f and -p and 0).
(Or 1, 2)

Press Enter

Follow directions on screen and if flash is successful exit the command prompt and restart, windows should show up on screen.

2.93 Gives me the Win8 Enhanced issue that wants it in admin (already done). If I ignore the error it ends with "Failed to read ROM".

Only use 2.93. Newer version doesnt allow cross flash from RX580 2048SP to RX570. Both cards are Polaris with 2048SP enabled.

Move your files to an usb stick and then execture it from command line since Windows doesnt like to have files in certain directories.

Are we sure that the issue is with the bios eidairaman1 suggested?

Also, how many posts do I have to make before this moderator hold goes away?
Having to wait 1-2 hours after posting for a moderator to check my work is infuriating.

I just want my card to increase clock speed during an exe and not only during loading screens when load is almost non existent.
This feels like root canal work.

I can't disable it because Memory Integrity is not enabled.
Can you list full system specs and also the operating system you are using?

Which Windows build? Is it an insider build? Do you have a spare drive where you can install Windows 10 PRO? Or a second system with Windows 10 where you can put the graphics card for flashing?

Not an insider build. I don't have a spare drive or a second system that can fit windows 10.
This is the same OS that I had (haven't reformatted) when I put on the last bios from this site.
Not sure what updates they did to cause this and I could only find one other person online with my issue and no one on TechPowerUp was able to help them.

It can be even be a virusscanner which is installed. Clean empty Windows 10 PRO should work properly.

You can ty the uefi version which also can be downloaded from this site:

Just ignore the security warning, also install the driver from 5.06***

Okay. I used the driver from 5.0.5 and I didn't get the cannot load driver error.
However, I still got the

Failed to read ROM

ERROR: 0FL01

What in the bios would cause my primary issue?
I'm okay with flashing a bios if you guys think that will solve it, but is there a compact rundown of something I can research in between these posts?

Did you try uefi version of amdvbflash 2.93? See my response of yesterday.

I'm using the bios that was suggested two years ago.
I was able to flash to that without a problem and I haven't changed it.
This current attempt at flashing a new bios is because that was your suggestion for fixing the issues with the clock speed not changing automatically under load.

I was able to flash to that without a problem and I haven't changed it.

Reflash as in flash the same bios again so you can see if it also throws the 0FL01 error message.

Well, will you look at that. Same error.

That mean this thing is bricked? Odd thing is that after eidairman1 suggested it, my performance improved.
I tried disabling it in device manager and rerunning the atiflash, but had no luck there either. I tried flashing my original rom from when I bought it and still no luck.

It means something is wrong with the eeprom likely. Are all the pins of the eeprom still present? Can you share the output you get with amdvbflash -i
