My question is that it has a 2TB hard drive, but the system still only sees 1863 GB, is this normal, because I don't think the system will lose 247 GB??

2*10^12 (2 TB, what is sold) is slightly different (and lower) than 2*2^40 (2 TiB, what the system sees).
