(Laptop) BD Prochot - Throttling my CPU (Only once plugged into charger) GPU also effected FPS refuses to go over 30 fps in games

Hello,
First post here but thought someone might be able to help me out! Hivemind style!
I bought this laptop off a guy on facebook and he said it had some problems.
Me being the tech guy I am thought maybe I could fix the issues!
The add only said constant bluescreens and battery issues.. I thought easy as... nope..
Let me list some things
- No I cannot return it (Dosen't bother me I made the choice and I live by it)
- I have tried disabling BD PROCHOT in ThrottleStop to no avail
- This is the first time I have seen this issues before and I like challenges!
Specs -
HP Pavilion Gaming Laptop Model 15-dk0242TX
CPU - i7 9750h
GPU - GTX 1660ti
You should be able to find the rest of the specs from google if you need or ask!

Alright, so initially I got the laptop home turned it on had it plugged in and the laptops CPU throttled and stuck to 0.78mhz I unplugged the laptop and it jumped back up to base clock speed.
I googled the issue and found disabling BD Prochot fixed the issue CPU throttling issue. But this didn't stop the GPU it still ran really bad giving bad FPS in games even on the crappiest settings it gave 30fps MAX.
I have tried googling the issue to no avail. But did stumble across that it could be a sensor issue.. as BD Prochot and Prochot are seprate things. One means a sensor is telling everything to throttle and the other is the CPU throttling from heat.
This laptop does not get hot and I have even changed the thermal paste and ripped it all apart and checked it all and couldn't see anything physically apparent.
The only thing I have been told is broken is the W key is broken and the 2 key above the W key is also not Working.
Could this be the issue? the sensor is gone in the keyboard and telling the PC it's getting to hot? I have posted a screen shot of my ThrottleStop hoping someone can lend a hand.

Set the PP0 Power Limit to 0. Set the PP0 Turbo Time Limit to the minimum. Press the Apply button. Now clear the check mark in the PP0 Power Limit box. This limit does not need to be used. The way it is presently set can reduce performance.

Check the MMIO Lock box which is near the top right of the TPL window. This can reduce throttling and help performance.

Whatever you do, do not update the BIOS. The most recent BIOS versions can lock out CPU voltage control in the FIVR window as well as many other settings so avoid doing that.

In the FIVR window check the Unlock Adjustable Voltage box and set IccMax to the max, 255.75, for both the core and the cache.

Turn on the Log File option and try to play a game. Attach a log file to your next post so I can see how your computer is running. It should be in the ThrottleStop / Logs folder.

Hello! Thank you for your assistance!
I have made the changes you suggested... but I have already updated the BIOS not sure if it has locked me out of changing anything..
I have attached the logs from playing PUBG for a little not sure if it's enough but it's quite hard to play and at one point it almost crashed...
I hope it's enough to give you some sort of idea but the things you told me to change I did and they didn't help. They got rid of BD Prochot on the CPU and GPU but the others still come up. EDP on all three and PL2 on gpu and core.

Lots and lots of EDP throttling in the log file you posted. This type of throttling cannot be fixed in some laptops.

Post an updated FIVR screenshot. Did the BIOS update lock out your FIVR settings?

In the TPL window you can try setting Power Limit 4 to the max, 1023. Check the Power Limit 4 Lock box after you do this. If IccMax is set to the max for both the core and the cache and your laptop is still EDP throttling then I guess you are out of luck.

HP does a good job locking down their laptops. They are not very enthusiast friendly. I would buy from a different manufacturer next time.

From the looks of it, it hasn't.. But I cannot be 100% sure heres a screenshot..
Sucks it seems like I might not be able too! But no stress this is a second hand laptop I just decided to take a go at fixing :)

Same thing. Non stop EDP throttling.

HP has programmed an embedded controller (EC) to force feed a low ball current limit to the CPU. There is no way that I know of to fix this problem.
