Laptop RTX 2070 mem and gpu clock jumps when idle

Hi!
I've got a laptop which uses integrated video as regular and RTX2070 for games. In Nvidia control panel the preferred video adapter is Automatic in global settings.
Very often when RTX is not in use (at desktop) the graphs in Afterburner and GPU-Z start to jump every second: the gpu temperaturefrom 0 to 50 (actual tempterture), same with memory clock (405-5000) and GPU clock (300-645).
The GPU-Z shows more: the PerfCap Reason jumps from None to Idle.
Looks like a comb.
Everything works fine under load. Afterburner uses curve to downvolt, but with default settings there's no change.
What could that be?

I've got the same problem on my old Acer Aspire V7-481PG with GeForce GT 740M in it. I don't know when exactly this problem appeared. It would be great if somebody here could help us.
