Laptop throttles back to manufacturer(?) 18-19 watt pl1 limit despite setting it to 25w in tpl settingst to

I have a hp laptop (model 14s-dq2950nd) with an i5 1135G7, which i am trying to transform into a desktop thingy since its screen is broken.
However, under load the cpu throttles back to 18-19 watts and throttlestop gives a pl1 power limit despite me setting it to 25 watts.
As a result the cpu loses a lot of performance, and since i am planning to hook it up to a Egpu this is performance i really want xd
(I already tried multiple tutorials to get it to work using programs like Grub64, but the values didnt save at all (went back to default and i have no idea why, yes i disabled secure boot)
If anyone would knows a fix i would be very grateful!

HP often hard lock their Bios's to prevent power limit adjustment and often undervolting also, it sounds to me that this may well be the case for your model.

HP is likely using an embedded controller EC power limit. ThrottleStop only has access to the MSR and MMIO power limits. I do not know how to fix this issue.

would something like a custom bios work?
if yes, how would i get/make one?
im willing to try anything at this point

HP often hard lock their Bios's to prevent power limit adjustment and often undervolting also, it sounds to me that this may well be the case for your model.
HP is likely using an embedded controller EC power limit. ThrottleStop only has access to the MSR and MMIO power limits. I do not know how to fix this issue.

I am not sure what is possible with an HP laptop. Some users have been able to fix this problem by adjusting the IMON Slope value in the BIOS. Setting this to 50 tells the CPU to report half as much power consumption compared to what it would normally report. When the CPU starts throttling at a reported 18W, it will actually be running at double that or 36W. That can help reduce the amount of power limit throttling.

I know of this trick but I have never needed to try this. Do some Google searching for IMON Slope and IMON Offset.

Would a BCLK overclock using setFSP have any potential?
I couldt find anything related to the imon slope in the bios sadly

No. Your laptop is still going to power limit throttle.

IMON Slope is a hidden value within the BIOS. You have to know how to modify the BIOS to get to it. This kind of stuff is not for casual computer users.

Next time you buy a laptop, avoid buying one from a manufacturer that enforces low ball power limits.

I have a HP 15s with i5 1135g7 too and HP locked down the PL1 to 19W and PL2 to 40W. they suck
