Thought to share this to other users.

Model: Lenovo Legion 7 16IRX8
i9-13900HX
RTX4070
BIOS VERSION: KWCN42WW

Step 1: Change BIOS setup (press F2 after power on)
- Load defaults
- "Legion Optimization" to Enabled, which will disable virtualization
- "UnderVolt Protection" to Disabled
And then Save and Exit

Step 2: Boot into Windows and adjust ThrottleStop
The "Unlock Adjustable Voltage" should be enabled.

I reached -0.15v for CPU Core, and -0.0479v for CPU cache. The system gets unstable lower than that.

Benefit
At default Balance mode, CPU PKG power is capped at 120 Watt. During TS Bench, P cores can maintain 4200 MHz over previous 4000 MHz. Not a big deal in real life, but who cares.

Have you tried experimenting with the mV Boost feature yet? Setting mV Boost to 150 might allow you to achieve a much bigger P cache undervolt without any stability issues.

Can you also post your TPL settings? This helps other users.
