Lower FPS since Windows 11 Upgrade

Hey there. I just upgraded from Windows 10 to Windows 11. After this upgrade i have seen lower FPS in games, and my components aren't getting near the amount of usage they were before.
I play a lot of CS2, and in Windows 10 i would consistently get 200+ FPS, and my GPU and CPU would be at around 80% usage, but since i upgraded, I'm getting around 170 FPS, and my utilization is around 50-60%. I have not done any real overclocking in either version of Windows, and the only thing I've really done to "optimize" my PC, is disabling 'Hardware Accelerated GPU Scheduling', and changing my Power Plan to 'Ultimate Performance'. Turning off 'Game Mode' only lowers my FPS a bit, and makes it more unstable. Does anyone know why I've seen this sudden FPS drop?

I have no idea what your specs are as you haven't listed them anywhere, but assuming it's Nvidia since HAGS is only available on Nvidia, HAGS On can usually provide a small flat increase in performance. Kinda like ReBAR for Radeon, just to a lesser degree (ReBAR does basically nothing on Nvidia).

As for the rest, hard to say anything unless you share the rest of your hardware. Zen 3 dual CCD CPUs can perform better on Win10 since the scheduler behaves properly there, at least in my experience prior to 23H2/24H2. Dunno about Zen 4 and 5 dual CCD parts.

Only other thing I can think about is that you should never take the Windows "upgrade" route if you care about performance and having a decently healthy install. If you want to make proper comparisons and/or start from a clean slate, do a clean install of 11.
