Lower the max turbo frequency - is it possible?

Hey there everyone.
I have an i7-1065g7 asus (1.2kHz base / ~3.7kHz turbo). I would love to make it 3.0kHz sharp or even less at max.
No undervolting features are available in my case. The Turbo FIVR Control page is entirely inactive.
1. But I guess there must be some other way to lower the max turbo frequency since the "Disable turbo" mode works like a charm. Is there? My trial and error approach did not bring any results.
2. If yes, can you guide me please?
Overheating, you see. I get a blue screen saying "UNRESOLVABLE_ERROR" when trying to stream which is almost certainly caused by temperature hitting ~90 degrees. "Disable turbo" gets me to stable 60C-no-matter-what. But 1.2kHz is too weak. I need just a little more power for streaming. So I thought I could keep it under 80C by lowering the turbo freq to 2.5-3.0Khz using ThrottleStop, even with the FIVR control being unavailable. Please let me know if I should drop this idea.
Just in case, the laptop in question has a discrete GPU, mx350, so it's not just the in-built i7's graphics. The former can also heat up a little bit during streaming but that's not the issue. It can get close or over 90 when I play the newer diablo 2 inappropriately (lap in bed or on a couch situation) which doesn't cause bsods.

Upgrade to ThrottleStop 9.7 and post a screenshot of the TPL window.

If I had your problem I would set the turbo power limits to whatever your cooling can manage. If your cooling is only good for 15 Watts or 20 Watts, I would not set the turbo power limits to 45W like many laptops do. Adjusting the power limits is the best way to control an Intel CPU.

Another method to lower the CPU speed is to lower the Speed Shift Max value. This setting is also in the TPL window. For 10th Gen processors running Windows 10, it used to be a 1:1 relationship. That means setting this to 50 limits my 10850K to exactly 5000 MHz. You can try setting Speed Shift Max to 30 to limit the CPU to 3000 MHz. When using Windows 11 you might have to experiment with the Speed Shift Max setting.

Adjusting the turbo power limits is still the preferred CPU control method.

The Turbo FIVR Control page is entirely inactive.
The top middle of the FIVR window shows that the FIVR settings have been Locked by the manufacturer of your laptop. Most similar laptops with low power processors are locked.

The MMIO PL1 power limit is set to only 15 Watts. I would check the MMIO Lock box and then I would adjust the MSR power limits to whatever your cooling can manage.
