Mag 550 tomahawk semi conductor question Hmmm

so I bought an untested motherboard and I plugged in the CPU. Fan, 1 stick of ddr4 ram.
I go to power it on, and it flicks on for a second so I swap the RAM to a different slot no different so I unplug the CPU 8 pin and it powers up with a red light that doesn't post
I then go on to different scenarios to no effect so i grab my magnifying glass and give it the once over, then come across this.... pic 1 I was looking around the board and another donor one to get a part number but they all different I have C08j V08, does anyone have a b550 tomahawk to see if they can see any markings on it ill load a full image so you can see where it is

Cannot tell from here if the circuit is affected but that definitely does not look good. If it was supposed to be "New", it certainly does not look like it.

so I bought an untested motherboard
From where? If possible, return it immediately.

no was from auction so just cut mt losses I guess, seems like cant get the chips for love nor money

I can't say that this is related to the seemingly common B450 Tomahawk fault of not powering on, where it seems to not even get an ATX power-on-signal.

There's a fix for the B450 Tomahawk, where you change a resistor, if not literally just re-bridging a connector that's located near the RAM slots, IIRC.

In this case, it looks damaged!
